missing rivets

missing rivets
On the chassisbrackets that hold the rear of the engine two rivets appear to have no head on the outside of the chassis. This is the case on both sides. Is this correct or should I get these rivets replaced?

Frank, this absolutely correct. They are flush - I think - to accommodate the front wings.
